SLRSA, Red Cross Sign Safety Pact

The Sierra Leone Road Safety Authority (SLRSA) has entered into a formal partnership with the Sierra Leone Red Cross Society aimed at strengthening road safety systems and improving emergency response capacity across Sierra Leone.

The agreement was signed on April 10, 2026, at the SLRSA headquarters on Kissy Road, marking a renewed institutional effort to address the country’s persistent challenges with road traffic accidents and post-crash emergency care. The Memorandum of Understanding (MOU) establishes a structured framework for cooperation between the two bodies in areas considered critical to saving lives on Sierra Leone’s roads.

Under the terms of the agreement, both institutions will collaborate on first aid training, rapid accident response, and nationwide road safety sensitization campaigns. The partnership is also designed to improve coordination between emergency responders and road safety officials at crash scenes, where delays and limited medical capacity have often contributed to preventable fatalities.

Speaking at the signing ceremony, the Executive Director of SLRSA, James Bagie Bio, described the MOU as a strategic step aligned with the Authority’s national mandate to reduce road traffic crashes and enhance public safety standards. He stressed that road safety is not only about enforcement of traffic laws but also about building an integrated emergency response system capable of saving lives within the critical first minutes after an accident occurs.

James Bagie Bio noted that the partnership with the Red Cross will significantly improve the availability of trained personnel at accident scenes and strengthen public awareness campaigns targeting drivers, passengers, and pedestrians. He further emphasized that coordinated efforts between institutions are essential if Sierra Leone is to achieve measurable reductions in road traffic fatalities.

On behalf of the humanitarian sector, Secretary General and CEO of the Sierra Leone Red Cross Society, Kpawuru E.T. Sandy, highlighted the organization’s long-standing role in emergency response and community support since its establishment in 1962. He reaffirmed the Red Cross’s commitment to working alongside state institutions to deliver timely medical assistance and strengthen resilience in vulnerable communities.

Kpawuru E.T. Sandy welcomed the collaboration, describing it as a practical step toward improving coordination in emergency situations. He noted that road traffic crashes remain a major public health concern and stressed that timely intervention can make the difference between life and death for victims.

The MOU is expected to formalize joint training programs, enhance data sharing, and expand public education campaigns on road safety practices. It also reflects a broader government push to improve institutional cooperation in public safety management and emergency preparedness.

Observers note that Sierra Leone continues to face significant road safety challenges, including speeding, limited enforcement capacity, and delays in emergency medical response. In this context, the partnership is seen as a timely intervention aimed at bridging gaps between prevention and response.

Both SLRSA and the Red Cross have committed to full implementation of the agreement, signaling a shared determination to translate policy into practical outcomes. As the collaboration takes shape, stakeholders will be watching closely to assess its impact on reducing road traffic deaths and improving emergency response systems nationwide.
