A major restructuring effort in Sierra Leone’s telecommunications sector has moved forward as the government confirms a strategic partnership aimed at bringing the struggling state-owned operator SierraTel back into active service.
The decision, approved by Cabinet and announced by Salima Monorma Bah, Minister of Communication, Technology and Innovation, marks a significant policy shift in the government’s approach to reviving underperforming public enterprises through private sector collaboration.
Under the arrangement, Africell Sierra Leone has been selected as the investment and operational partner for SierraTel’s relaunch. The agreement is structured under a Mobile Virtual Network Operator (MVNO) model, a framework that allows SierraTel to offer mobile and digital services by leasing and utilising Africell’s existing telecommunications infrastructure instead of independently building and maintaining a full network.
Officials say the MVNO model is designed to provide a faster, lower-cost pathway for SierraTel’s return to the market, while addressing long-standing operational and financial challenges that have hindered the company’s competitiveness in recent years. The approach is also intended to reposition SierraTel as a functional player within an increasingly private-sector-driven telecom environment.
A key component of the agreement is immediate financial intervention to address SierraTel’s mounting internal obligations. Africell is expected to inject an initial $2 million USD to begin settling staff-related liabilities, including salary arrears and benefit payments.
This intervention comes against the backdrop of prolonged financial distress within SierraTel. In February, workers publicly expressed frustration over unpaid salaries amounting to approximately Le326 million, alongside unresolved entitlements affecting morale and operational stability. Overall staff liabilities are estimated at $6.3 million USD, reflecting years of accumulated financial pressure on the institution.
Government officials argue that addressing these arrears is critical to restoring confidence within the workforce and stabilising the company ahead of its relaunch. The payment plan is expected to reduce industrial tensions and pave the way for smoother operational restructuring.
Beyond immediate financial relief, the partnership is being presented as part of a broader reform strategy targeting state-owned enterprises that have struggled with inefficiency, debt accumulation, and declining market relevance. Policymakers believe that leveraging private sector expertise through structured partnerships can help restore functionality while maintaining public ownership.
The MVNO model is also expected to reshape SierraTel’s business approach, shifting its focus toward service delivery, customer engagement, and digital innovation rather than heavy infrastructure management. This could potentially allow the company to compete more effectively in a telecommunications market dominated by established private operators.
However, analysts note that the success of the arrangement will depend on clear regulatory oversight, transparent financial management, and the ability of SierraTel to redefine its market identity. Workforce restructuring, service pricing, and long-term sustainability remain key issues that will require careful management during the transition period.
For consumers, the development could eventually translate into improved service options and increased competition, particularly if SierraTel is able to re-enter the market with competitive pricing and reliable coverage.
Ultimately, the Cabinet’s approval of the Africell partnership represents a calculated attempt to rescue a struggling national asset through private sector collaboration, while addressing urgent financial liabilities and laying the groundwork for a potential turnaround in Sierra Leone’s telecommunications landscape.
