APC Challenges Chief Electoral Commissioner Appointment

The opposition All Peoples Congress (APC) has formally opposed the government’s proposal to appoint Edmond Sylvester Alpha as Chief Electoral Commissioner and Chairman of the Electoral Commission of Sierra Leone (ECSL), citing concerns over electoral credibility, public trust, and the independence of the commission.

In an official letter addressed to State House and signed by Acting Chairman Amb. Osman Foday Yansaneh, the APC acknowledged receipt of the government’s communication dated 10 February 2026 but stated that Alpha’s nomination threatens ongoing electoral reform efforts recommended by the Tripartite Committee following the disputed 2023 elections. The party argued that his previous role as a senior commissioner during the 2023 polls links him directly to an electoral process criticized locally and internationally for “serious statistical inconsistencies” and a perceived lack of transparency.

The APC further raised concerns over Alpha’s recent public comments suggesting that the 2028 elections would resemble the 2023 polls. “Such statements risk undermining public confidence in the neutrality and independence of the ECSL,” the letter said, adding that the appointment could erode trust in the commission at a critical juncture for national electoral reform.

Citing past conduct, the APC also accused Alpha of demonstrating hostility toward election observers, referencing an incident in Port Loko District where a representative of the National Elections Watch (NEW) was asked to leave a polling station during a chieftaincy election. The party stressed that credible elections require transparency, openness to oversight, and constructive engagement with both local and international observer missions.

Reaffirming its commitment to democratic governance and the rule of law, the APC warned it would take lawful measures to prevent a repeat of the conditions surrounding the 2023 elections. The party urged President Julius Maada Bio to consider an alternative nominee whose professional record and public reputation would strengthen the credibility of the ECSL and inspire national confidence ahead of the 2028 electoral cycle.

“The proposed appointment of Mr. Alpha is not in the best interest of Sierra Leone, as it risks weakening public trust in the Electoral Commission and jeopardizing the prospects of meaningful electoral reform,” the APC letter stated.

The opposition party concluded by expressing its willingness to continue engaging constructively with the government to safeguard electoral integrity, peace, and political stability in the country.
