Sierra Leone has been selected as the latest beneficiary of the ECOWAS Regional Fund for Stabilization and Development, a programme designed to support vulnerable communities and promote inclusive economic growth across the country.
The announcement was made by the Minister of Planning and Economic Development, Kenyeh Barlay, who described the initiative as an important step towards strengthening a more people-centred approach to regional development.
The programme is expected to support targeted interventions in key sectors, including agriculture, healthcare, education and infrastructure, with the aim of improving livelihoods and strengthening the resilience of vulnerable communities.
Minister Barlay said the fund was designed to ensure that resources reach communities and populations most in need, while supporting sustainable development and contributing to the achievement of Sustainable Development Goal 1, which seeks to end poverty.
Sierra Leone joins Guinea-Bissau and The Gambia as beneficiaries of the regional initiative, which is supported by international partners, including Germany’s Federal Ministry for Economic Cooperation and Development (BMZ) and the German Agency for International Cooperation (GIZ).
To coordinate the selection and implementation of projects, the government is establishing a National Advisory Committee. The committee will work with ECOWAS institutions and development partners to identify projects that respond to community needs and align with Sierra Leone’s existing national development priorities.
Minister Barlay said the process would prioritise sectors such as agriculture and health, while ensuring that interventions are informed by technical assessments and local realities.
The implementation model will involve a combination of local and international non-governmental organisations and private contractors. While field assessments have been temporarily affected by the rainy season, preliminary desk reviews are currently underway.
Technical assessments are expected to take place in September and October, with the first projects projected to begin later this year or early next year. All approved projects are expected to be completed within a two-year implementation period.
Minister Barlay stressed the importance of establishing the advisory framework quickly, saying the initiative reflects ECOWAS’s growing commitment to delivering direct benefits to citizens.
“ECOWAS now wants to project itself more as an ‘ECOWAS for the people,’ not just for the states,” she said.
The importance of the initiative was further highlighted during a technical mission to Sierra Leone led by the ECOWAS Resident Representative, H.E. John Azumah, from July 20 to 24.
Azumah said Sierra Leone’s selection as the next beneficiary of the ECOWAS Stabilization Fund reflected the regional bloc’s commitment to peace, resilience and inclusive development.
He described the mission as the beginning of a collaborative process to identify priority interventions that respond directly to the needs of Sierra Leoneans.
The programme, supported by Germany, is expected to create sustainable socio-economic opportunities, particularly for women and young people, while strengthening community resilience and social cohesion.
Azumah commended the cooperation of the Sierra Leonean Government and highlighted the importance of continued collaboration among national authorities, civil society, development partners and local communities.
He also acknowledged the support of Germany and institutions such as KfW and GIZ, describing the partnership as a demonstration of a shared commitment to regional stability and inclusive economic growth.
The initiative has also received high-level support from President Julius Maada Bio, whose leadership was acknowledged during discussions surrounding the programme. Minister Barlay assured ECOWAS authorities of Sierra Leone’s full cooperation in implementing the projects.
ECOWAS Executive Assistant in the Office of the Vice President of the ECOWAS Commission, Raouf Salami, stressed the importance of transparency, stability and effective coordination among stakeholders.
He called for meaningful representation of youth groups and civil society in the process and urged the Ministry to maintain consistency in its representation throughout the implementation of the programme.
The ECOWAS Regional Fund is ultimately intended to strengthen social cohesion and economic stability by supporting communities through targeted and coordinated interventions.
With its emphasis on transparency, local participation and strategic partnerships, Sierra Leone’s inclusion in the programme is expected to provide opportunities for improved livelihoods, stronger community resilience and greater support for vulnerable populations.
